ATA Carnets

Definition

ATA Carnets (Admission Temporaire / Temporary Admission) are international customs documents that can be used in place of the national customs documents usually necessary for the temporary import and export of goods, as well as for their transit.

Advantages for the user

ATA Carnets allow their holders or their representatives to avoid payment or deposit of customs duties, or any other duties and taxes charged upon importation.

Mission of the Chamber of commerce

The issuing Chamber of commerce assumes the role of guarantor in relation to the foreign customs authorities. In order to cover the risks that this commitment involves for the Chamber of commerce, the ATA Carnet holder must provide a guarantee (cash security deposit).

Customs convention

In order to facilitate the temporary duty-free importation of goods, the "Customs Convention on the ATA Carnet for the Temporary Admission of Goods" of 6 December 1961, as well as the “Convention on Temporary Admission” (Istanbul Convention) of 26 June 1990 were established.

Use

An ATA Carnet can be used for the following purposes:

  • samples for demonstrations
  • professional material
  • exhibitions, fairs, other commercial events

Period of validity

An ATA Carnet is valid for one year. It cannot be extended. Important: foreign customs authorities are authorized to reduce to two or three months, for example, the deadline for re-exportation. This shortened deadline is indicated on the import slip and must absolutely be observed, even if the period of validity of the Carnet is longer.
